MPI promotes safer roads through the Driver Safety Rating (DSR) system, which rewards good driving habits.
Your DSR level is based on your personal driving record.
Safe driving can move you up the DSR scale, saving you up to 46% on vehicle insurance and $30 on your driver’s licence.
Risky behavior—like traffic convictions or impaired driving—will lower your DSR, leading to increased costs.
High-risk drivers may pay up to $3,000 in additional licence premiums and receive no insurance discounts.
As of April 1, 2024, the DSR scale expands to 39 levels, offering more benefits to safe drivers, especially those at levels +9 to +18.
🔗 DSR Penalties for High-Risk Driving
The severity of a conviction directly affects how far your DSR drops.
Examples:
Ignoring a traffic sign, speeding under 50 km/h, or driving without a seatbelt can result in a 2-level drop.
Using a hand-held device or careless driving may cause a 5-level drop.
Serious offences such as impaired driving or speeding over 50 km/h can drop your DSR by 10 levels or more.
The most severe offenses—like impaired driving causing death—can reduce your rating by 15 levels.
At-fault claims and ongoing risky behavior will continue to lower your position and eliminate vehicle insurance savings.
🔗 How to Improve Your DSR
Each year, MPI sends out a notice before renewal showing your DSR level and next year’s premiums.
Your level is adjusted annually based on your driving history.
One year of safe driving—no claims, convictions, or suspensions—can move you up one level, reducing both licence and vehicle premiums.
High-risk behavior moves you down the scale, leading to higher costs.
Even drivers in deep negative positions can make big improvements. For example, a driver at level -20 could climb +7 levels in one year of clean driving.

Manitoba Public Insurance may call drivers in due to convictions or collisions appearing on their driving record. Points System: The DSR scale ranges from -20 to +15. Drivers accumulate or lose points based on their driving record.
Rewards: Drivers with positive points on the DSR scale may receive discounts on their vehicle insurance premiums.
Penalties: Conversely, drivers with negative points may face higher insurance costs.
Impact of Traffic Violations: Traffic violations, including the use of hand-held devices while driving, can result in points being deducted from a driver’s DSR.
Annual Review: Each year, Manitoba Public Insurance reviews the driving records of all drivers and adjusts their DSR points accordingly.
