High Occupancy Vehicle (HOV) Lane Rules in Ontario
HOV lanes are dedicated lanes that promote carpooling and more efficient use of Ontario’s highways. These lanes are clearly marked and typically operate 24 hours a day, 7 days a week.
They are located on highways such as the QEW, Highway 403, Highway 404, Highway 417, and Highway 427. Drivers using these lanes must meet the specified occupancy or vehicle criteria outlined in Ontario Regulation 620/05.
Who Can Use an HOV Lane?
- Passenger vehicles with two or more occupants (including the driver)
- Buses (regardless of number of occupants)
- Licensed taxis and airport limousines (regardless of number of occupants)
- Emergency vehicles
- Motorcycles
- Vehicles with Ontario green licence plates
Some vehicles, like solo drivers in standard cars, are not permitted unless they qualify under one of the exemptions listed in the regulations.
HOV Lane Offences & Violations
If you're caught in an HOV lane and do not meet the requirements, you may be charged under:
- Improper use of high occupancy vehicle lane – HTA 154(1)(3)
- Fail to obey lane sign – HTA 154(1)(c)
These offences are not minor. A conviction may remain on your driving record and can affect insurance premiums.
